Archiva fails to properly deal with overloaded upstream proxy

Description

http://java.freehep.org/ is having problems at the moment, but archiva cannot deal with that problem and keeps pounding it with http connections with long timeouts which in turn affects the stability of archiva itself.

If a remote artifact needs to be fetched, can a mutex be used to ensure that the same request is not made multiple times ?
