[retrotranlator] upgrade to 1.2.4 and add support for target=1.3 and -smart

retrotranslator 1.2.4 introduces 2 valuable features into transformer :

java 1.3 is now supported as target
smart option allows backports to be inherited (use of a backported method in a derived class will also get backported)

There is Retrotranslator 1.2.7 in the Central Repository that adds even more options.
