Description

if we require SCM information to be included in uploaded POMs it will drastically improve the ability of tooling to materialize/checkout these project sources for reference on-demand. This makes software development immeasurably easier, especially for working with open source projects.

It would seem that this decision was in the original version, and was reversed. I'll have to do more research to figure out the proper way forward.

IMO, it should be harder for projects that don't provide sources to upload a bundle, as central is meant to be a repository of OSS code, or so I thought. In any case, the materialization-on-demand use case is very, very powerful, so this may be worth reconsidering.

Added requirement for the SCM section, except when disableMaterialization is specified AND the user confirms this decision. We want this to be a huge hoop to jump through, to try to urge people to make upload bundles as usable as possible.

ITs have also been added.
