@requiresDependencyResolution on prepare mojo causes build to look for its own dependencies

Description

@requiresDependencyResolution on prepare mojo causes build to look for its own dependencies. Depending on the amount of modules you have this can take a very long time.

I recommend the removal of this doclet as I don't think it really adds any value to resolve all dependencies before a release prepare can go ahead.
