If I understand the title correcty, xdoc plugin does not resolve variables specified in input files (navigation.xml, etc...). It would be great if plugin could perform variable interpolations.

is this using 1.0-rc1? I don't think maven:property was in that release. Any unrecognised tags are just output verbatim.

The other thing to check is that the maven namespace is given at the top.

The tag was only added to the tag library on HEAD, not on the branch.
