Development Process page with external link

The "Development Process" menu link in it's current state causes much confusion to users. (And there is a simple solution).

Although there is a legend stating its an external link, it looks like part of the menu and users clicking on it often expect that the new page opened will still contain the same menu - because it is part of the menu.
Because the Maven homepage has an similar look, often people don't even know they have left the original project.

A simple and good solution would be to generate a seperate page inside the project, for the "Development Process" menu link and have that link back to Maven's development process pages.
Much like the VCS (CVS) and Issue tracking (JIRA) menu links now work.
