delete old timestamped snapshot artifacts

Description

add a task/goal to delete old timestamped snapshot artifacts from the local repository. It should not delete the artifact's SNAPSHOT or the newest timestamped file (which should be the same as the snapshot).

I haven't created a plugin before, and so I just submitted the code. it just needs to be wrapped with a plugin.jelly, and it'll work. I don't have too much time to work on putting this together, but if someone else would like to do it, I could help out some.
