Description

This was introduced in MPIR-128. If no downloadUrl is given in the pom, a link to distributionManagement.repository.url is generated. According to the pom reference, distributionManagement specifies where (and how) a project will get to a remote repository when it is deployed. When no downloadUrl is specified, no Download section should be generated IMO.
