Multi-module site integration continually redownloads dependencies

Description

When I run mvn site in my multi-module projects, I see constant, repeated, downloads of dependencies that have been sitting in my local repo for, well, weeks.

Bug - A problem which impairs or prevents the functions of the product. MPIR-160 Dependency report ignores local repository and always re-fetches artifacts from remote repos
