So where is it? The download page for the plug-in only shows versions up to 1.10 and v1.10 has the old licence. if you have a v1.11, please release it NOW, it's critical, the old licence has already expired. If you aren't ready to release v1.11, then please do a v1.10.1 with the new licence.

It's not released. You can build it from SVN or wait till it is released. If the only thing you need is the license, I remind you that can provide your own. Check the plugin documentation.
