Changelog should make use of 'state' value from CVS to indicate the type of change. For example when file is deleted it has state 'dead' so it should be marked with icon or color or any other way that this file is removed. The link to view the file should not be generated in that case. I don't know about other versioning systems but CVS has this 'state' feature.
