[REGRESSION] strict flag doesn't fail on elements that aren't part of the model

Description

I had maven-settings configured to use alpha-20 of the modello-maven-plugin, and after building, the generated code fails to notice with a <repositories> section is specified outside of a profile...in other words, in a place that is illegal in the given model.

linking because rolling back to alpha-13 of the modello plugin is a band-aid fix, not a long-term solution.
