Add global "use maven output folders" option

Description

It'd be nice if there was a way to globally set the use of maven output folders so I don't get a target-eclipse directory everywhere.

FYI, all m2e import/new wizards let you specify "Use Maven Output Folders" in Advanced sections (collapsed by default).

Note to whoever will be working on this. As a simple fix, we can just globally remember last value selected in the wizard.
