m2 users will not be able to use development m1 repos as effectively without repoclean processing the poms. But we want ibiblio clean from unreleased stuff. Systems like Yum have a Base, stable, development, test primary repo. We can do similarly. Add a primary development repo and sync in nightlies, converting m1 snapshots.
