Description

sen when working on MSITE-402, order of report plugins is well respected, but not on reports in a reportSet (seen on Maven Project Info Reports Plugin)

Note that the the site plugin 2.2 works OK with Maven 2.2.1; it was 2.3 that first shows the ordering issue.

not exactly AFAIK: with m-site-p 2.2, order found in pom is not respected but alphabetical order is applied whatever you wrote in your pom

with m-site-p 2.3, the plugin tries to not force alphabetical order but maintain order defined in pom: it respects order it was given by the core

and then we found that the order was broken before it ever arrives at m-site-p level, then not forcing an alphabetical order gives a stranger result...
