Description

this is fixed in 3.0-alpha-6, but still occurs in 2.2.1

MNG-4065 is marked as closed, duplicate, but the links provided in that issue don't seem to duplicate the specific problem of a local repository that's missing or unwritable. In my case, the problem was that the local repository is pointed at a whole directory structure that doesn't exist.

MNG-3794 seems intended to be the authoritative issue for work on this, but it's marked as fixed in 2.1.0.

I can verify that this is NOT fixed as of 2.2.1.
