[regression] Property expansion does not work for phase of plugin executions

Description

As originally reported by Marc Rohlfs in MNG-4319, something like

<execution>
  <phase>${someProperty}</phase>
  ...
</execution>

is no longer interpolated in Maven 2.1+.
