[regression] Repositories discovered in dependency POMs are not subject to mirroring

Description

Build logs revealed that trunk does not use mirrors for those repositories that are contributed by POMs of dependencies during transitive dependency resolution.

Is the ability for dependencies to add repos to the build going to be kept? It's been discussed in the past, my impression was that it should be removed.

AFAIK, POM repos should still be supported in 3.x. I'll re-ask on the dev list about that to be sure.
