relocation doesn't work in trunk (rev 784345)

Here a patch which take code from 2.x branch.
Let me know if this is ok.
Or if someone has better idea with the current trunk code.

Sure I can commit this but I prefer someone review it.

From what I know, there is still some heavy refactoring ongoing in the repo system so I suggest to wait until that's finished. From my experience, those refactorings tend to loose some bits

It's a serious problem with m2eclipse since we could use a correct artifact or exclude a bad in project dependencies, but are stuck when the artifact is defined in a maven plugin, ie jaxws plugin :
