Description

Temporary changes were made to fix MNG-3717 in 2.1.0-M1 and 2.0.10 RC2. When the wagon is changed to mercury these need to be undone

This issue differs from MNG-3841 in that in 2.1 we will most likely move to mercury so the changes are similar but different.

Using FTP for uploading (wagon-beta-4) is critical for me. I hope this issue isn't supposed to undo the upgrade from beta-2.

Consolidating to 2.1.0-M1 so we can then rename to 2.1.0. We can weed out any issues we want to push to a later release from this set once we've done the consolidation.
