Description
if I leave the repositories/pluginRepositories declarations outside of a profile in the settings.xml file, the latest maven 2.1.0-M1 RC (RC16) does not throw an error.

fixed this by rolling back to alpha-13 of the modello plugin. In the longer run, modello will need to be fixed and re-released.
