Description

Allowing CLI specification of the toolchains.xml file will allow more flexible configurations in CI environments.

Consolidating to 2.1.0-M1 so we can then rename to 2.1.0. We can weed out any issues we want to push to a later release from this set once we've done the consolidation.

integration test added - will look at the CLI option again tomorrow. Currently maven-toolchains has a hardcoded location that will need to be extracted.

saving this for later, there are a few changes that need to be made to the way toolchains are loaded (it may be easier to just move these into settings.xml itself...)
