Actually we should keep this for 2.1.

In 2.1, we should require plugin versions for everything, have them defaulted in the superpom like 2.0. Auto update should only be used for invoking cli goals and only if there isn't already a version specified in plugins/pluginManagement

Actually I like this, but I'd turn it around, so that plugins don't update unless specifically told to do so...
It would be nice to be able to rollback a plugin update as well.

The Super POM specifies a version and in 3.1 you will have to specify a version.
