Pom downloading failures stops the build

Description

When using m1 legacy repositories, m2 always try to download the pom because it is missing on the local repository.
As the pom does not exist on the remote repository, a warning is displayed and the build continues.
If the download times out for any reason, instead of just printing a warning, an error occurs and the build stops.

When remote repositories are busy, this can be very annoying....
