Just like with ~~MNG-1804~~, I can't load a class which is referenced in a plugin's dependencies. While this has been fixed for dependencies specified in the current pom, it hasn't when dependencies have been specified in the parent pom's pluginManagement section.

Also fails on the current 2.1 trunk.
