The issue wherein report generation of certain plugins (or mix) causes the site/build phase to fail has already been logged before (see http://jira.codehaus.org/browse/MNG-1572). It might be better for the report component to have a way of falling back to a default locale especially when the locale was not explicitly defined in the project descriptor.
