IMO this is not this plugin specific issue, just a general issue of sharing (test) resources across modules in a multi-module build, and project specific decision - no silver bullet (docs) to solve it. See http://maven.apache.org/plugins/maven-checkstyle-plugin/examples/multi-module-config.html and http://www.sonatype.com/people/2008/04/how-to-share-resources-across-projects-in-maven/ for more info on common solutions.
