skip parameter is ignored in aggregate goal

Description

When running the javadoc generation for the Wicket project, we want to skip generating the javadocs for our examples project (wicket-examples). We've configured the javadoc plugin for this project to skip javadoc generation, but the aggregate target still generates the javadocs.

I'm having the same problem: I want aggregate javadocs but exclude some projects that don't really include java source (e.g.a modules that only build assemblies).

The attached zip contains a toplevel project with one module, the module is configured to skip the javadoc report. Running mvn site on the toplevel project will generate javadoc in the child module nevertheless.

MJAVADOC-230 fixed the issue.
BTW in the foo1 project, having skip==true is unnecessary
