Maven Install Plugin always copy the artifact in the repository, even if there was no changes

Description

The install mojo didn't check if the artifact to be published has changed or not (or at least check if the artifact is newer than the one in the repository).
This slow down the build specially for multi module projects.

This issue can be seen as a following of MJAR-7.
