Use path variables instead of absolute path to the Maven repository

Description

IDEA can use variables just as well as Eclipse. They can be configured from the Path Variables screen in the configuration and used in the .ipr or .iml files as $M2_REPO$.

This patch excludes the modifications for skipping the creation of module entries for the root directory of the project. See discussion for MIDEA-36.

Finished the first part of creating the M2_REPO path variable.

Here's something to be decided, right now the parameter to specify the idea settings home is left as "workspace" to keep a standard with the eclipse plugin, but probably a better name for the parameter is needed, althought IDEA_HOME I don't think would be good since IDEA_HOME would be something like the directory where idea was installed, not where the personal settings are.

dropping from 2.0 since there is still an open question on the patch, and because it looks like it might be better suited to sharing the ide classes with eclipse which is the next phase of development
