Add a non-aggregator check goal

The docck:check is currently an aggregator. As aggregators cannot be safely bound into the lifecycle, there is need for another goal that offers the same functions for a single project only, regardless whether run from a reactor or CLI.

The suggested default phase for this goal is verify. The plugin offers QA services which aren't appropriate for earlier phases, especially not validate as used for the current goal.
