Add a configurable parameter to allow retrying deployment

In quite a number of cases I have had large build releases fail due to a sudden network very temporary outage affecting one upload operation. it would be good if there was a configurable parameter that would allow the user to specify retrying deployment of individual files a couple of times before bombing out with an error.

The parameter should default to 1.
