need a skip flag similar to surefire

there needs to be an easy way to disable the tests, putting the whole plugin inside profiles isn't always feasible in very large projects. We want them on by default but occasionally need to disable them. Because some of the tests add a significant amount of time to the overall build, simply making them not fail isn't good enough...we just need it to do nothing.
