Maven 2.x Changelog Plugin

When using Perforce SCM, the plugin should create and delete the temporary clientspec in a fashion similar to the release plugin

Description

The Maven release plugin will, by default, create a temporary clientspec and then delete it after it's done unless instructed otherwise. The changelog plugin should work in the same way.
