Description

 This is a custom version of jelly-core needed by m1 to fix MAVEN-1691. It is identified by

  <name>commons-jelly</name>
  <groupId>maven</groupId>
  <artifactId>commons-jelly</artifactId>
  <currentVersion>1.0.1-20060717</currentVersion>

and was built from svn trunk (r 422982) by reverting the commits that caused http://issues.apache.org/jira/browse/JELLY-230.

You have to put it under the apache repo, gpg sign it and all the normal apache release process
and are you sure they can't make a custom release for us?
