submitting the first cut of an SCM plugin, currently with just CVS functionality.

Will be required for sensible use of cruisecontrol plugin on its way

updated version (disregard first), now has a validate method you can depend on, that will also init variables from POM's repository.connection variable, which is useful for other plugins like cruisecontrol.
