cannot cache more than 1 preGoal for an individual goal

the new improved caching will not correctly read back more than one preGoal on the same goal definition.

Description	the new improved caching can omit pregoals that only attain a goal inside a conditional if the plugin is cached with the conditional false.	the new improved caching will not correctly read back more than one preGoal on the same goal definition.
