fixing this bug seems to break stuff as people rely on it working that way.

Regardless, we want to keep the inheritence.

We need to determine how best to communicate and perhaps offer backwards compatibility for these users.

I suggest that if another property exists "maven.property.inheritence=false", then it is turned off. This property would need to be inherited, funnily enough.
