resolve issues surrounding use of $MAVEN_HOME/plugins

Description

It is possible $MAVEN_HOME/plugins may be shared, and not writable. This causes issues whether users can install their own plugins, and if they can, who it effects. They won't be able to build projects with plugin dependencies not already installed.

Round up all the issues and come up with a resolution for 1.1
