Maven download corrupted jar file into repository

Description

When you break up downloading the jar files into repository while executing some goal, Maven puts corrupted jar file into repository.

Solution is to copy the same jar to the correct folder in the repository folder structure.

tried to download to temp file first, but there were some edge cases that caused failures.

Lets wait to integrate Wagon soon after 1.0

Either way, the two of them are a major headache what with ibiblio being so flaky.
