Summary: GetFeatureInfo fails against GeoServer WFS

When I try to use the GetFeatureInfo tool, I get the
following ServerException: parameter FORMAT is required

The problem is in GetFeatureInfo.xsl, there is an entry
for INFO_FORMAT but not FORMAT. It appears that the
GeoServer WMS expects the FORMAT parameter.

this is actually a GeoServer bug. The WMS spec says the parameter must be INFO_FORMAT and not FEATURE

this is a geoServer issue but we can provide a workaround by adding an empty FORMAT param to the GetFetureInfo request
