SrvTypeRqst/SrvTypeRply messages are optional in SLP.
UserAgents should be able to send SrvTypeRqst and interpret SrvTypeRply, while ServiceAgent and DirectoryAgent should be able to interpret SrvTypeRqst and send SrvTypeRply.
