Support Ruby 1.9 encoding pragmas for parsed files

Description

Ruby 1.9 allows specifying a pragma at the top of source files to indicate what encoding the file uses for literal strings. We should support this to allow arbitrary encodings for literal strings in the same way Ruby 1.9 does.
