Implement automatic reconnect when cometd channel is interrupted.

Implemented automatic reconnect, with delay based on advice. Also implemented backoff strategy. Also implemented meta notifications to caller equivalent to /cometd/meta/ channel.
Implemented a silly java client that just echos back text you type in.

Checked into jetty-6. Leaving open until it is checked into jetty-7 as well.

Jetty-7 has been extensively reworked and the bayeux client is no longer in jetty-7, so this change only affects jetty-6.
