Description
Normal users can create issues for a project, but they are not allowed to link them.
This is a PITA, as they have to make 2 comments (one on each of the 2 issues linked) to notify the developer that if he looks at this issue he might want to look at the other issue too. Since this is a PITA, they ussually don't comment on both sides and the information is lost to the developer.
