Modify:

org.eclipse.ui.internal.ide.application.IDEWorkbenchAdvisor:200

// [GUMTRE-816][Tony] Turn off workbench restore
configurer.setSaveAndRestore(false);

To allow system property or Eclipse preferences to set the boolean value

The system property for setting workbench restore (default -> false) is:

gumtree.workbench.restoreWorkbench = false
