Quokka smart attenuation algorithm should start with lower attenuation

Description

The smart attenuation algorithm was using attenuator at 240 and 210 degree for sampling. However, those measurements can not provide enough statistics because the attenuation are too strong.

Now we pick 150 and 120, and hope it will do better.
