Description

Define a template for a Groovy Enhancement Proposal inspired from the PEP concept (Python Enhancement Proposal).
All significant new proposal should create such a document providing information on the motivation, rationale, syntax, samples, tests and a reference implementation of the proposal.

I think this is done, right? We have the GEP form and there are three GEPs already.
