Override dependency from Jelly on Jaxen to use a saner version

Description

Jelly depends on 1.1-beta-4, which doesn't have a valid pom in the central repository, thus creating a lot of noise during builds. Overriding it to 1.1.1 will make this a little cleaner.

done on GRA - seems that this is not propagated to xdoclet/plugins, however.
edit - or it is, but mvn dependency:tree doesn't reflect it...

Now done in xdoclet and xdoclet-plugins too.
Added a prerequisite on maven 2.0.9, which is necessary to import managed dependencies.
