This issue still has to be worked somewhat, as the wiki is not in order at the moment.

Can 1.4 be released prior to completing the documentation?
Is it really necessary to block the release pending documentation that no one seems to be working on?

That was my intention. This isn't blocking 1.4, we were just giving people some time to play with the snapshot. I've changed the fix version to better reflect this, and I'll talk with Jason about moving forward with the release.
